A solicitation for product suppliers
The Shanghai Municipal Economic and Information Technology Commission issued a solicitation notice for small, fast, light and accurate digital intelligent products for small and medium-sized enterprises in 2026 on October 8, and the document was signed on September 29. The public content focuses on a single application scenario and lists the software product directions for AI integration and service OPC. This article studies how the product team prepares the facts and does not regard this notice as an OPC community entry or general subsidy application.
The notice separately lists the times for online declaration, enterprise paper delivery and district-level review and submission: the first two are before 17:00 on October 29 and 17:00 on October 30, and the district-level submission is before 17:00 on November 5. The latter cannot be used as a postponement date for enterprises to declare. For the actual delivery location and specific arrangements, please refer to the original attachment and check with the corresponding district department.
A product description allows users to understand the task first.
The following are ChinaOPC’s original preparation suggestions. They are not official forms and do not add new application conditions. You can first use a one-page product description to answer: What type of enterprise is served, what data is input, which step of work is completed, who confirms the output, and which systems are relied on. Taking the simulated inquiry organizing tool as an example, you should clearly explain the scope of materials it organizes, rather than just saying that it can empower the entire industry.
When the product requires manual confirmation, write down the confirmation points truthfully; when a certain function is still being trialled, indicate the current version. By separating plan development and internal presentations from the actual service delivered, clients and reviewers can better understand what stage it is at. Pretty generated screenshots are no substitute for real usage.
Connect the case to the current product version
Teams can create internal indexes for their existing cases, recording application scenarios, usage periods, versions, participation scope, and approved certification locations. Whether the client's name can be disclosed and what information can be submitted should be confirmed first; original documents without authorization should not be uploaded directly to the writing tool or display page.
When writing about the completion speed or effect in the case, it is best to find the scope of the task at that time, observation records and confirmation basis. Indicators that do not retain evidence can be deleted or clearly pending verification, and numbers cannot be filled in by AI in order to make the data complete. If the same set of templates is demonstrated multiple times, it should not be counted as multiple real applications by itself.
After the software is operational, you still need to explain how to take over
You can prepare brief operating instructions for the product, listing where the data is entered, who holds the account, which operations require manual confirmation, and how to contact and handle exceptions. If you want to connect to the customer's existing system, you should also explain what interfaces and permissions the customer needs to provide. The suggestions here help explain delivery and do not mean that listing a few instructions will satisfy the formal filing requirements.
The maintenance section clearly states the support period, update method, and data processing after the service is stopped. The work involved in one-time implementation and continuous operation is different from that of new customization, and the trial price does not necessarily cover long-term maintenance. Before preparing for promotion, the product team should first confirm what services it can undertake to avoid promoting the scope beyond its actual capabilities.
