Employment-Friendly AI Policy: Explain Workplace Collaboration and Skills Development

The website of the Ministry of Ecology and Environment released an employment-friendly artificial intelligence policy document from the Chinese government website on October 24. This article retains the file name and original text entry, and discusses how to prepare for job collaboration, training tasks, and delivery acceptance from the perspective of providing AI services to a small team. It does not write the policy direction as an open subsidy application, nor does it regard simply reducing the number of people as the only expression of the project effect.

The "Opinions of the General Office of the State Council on Adapting to the Development of Artificial Intelligence Technology to Help Build an Employment-Friendly Development Model" was published on the website of the Ministry of Ecology and Environment on October 24. The source of the page is marked as the Chinese Government website, and the document number is Guobanfa [2026] No. 29. The following is ChinaOPC’s reading and business preparation suggestions for the OPC service team. It does not replace the original text of the document, nor does it make administrative determinations based on it.

Read the original text clearly first, and then put the service plan into the work

Official Chinese quotation (unchanged): “实施人工智能中小企业创业支持计划,以开源生态促进中小企业创新创业。”
English reference: The original text of the document states: "Implement the artificial intelligence SME entrepreneurship support plan and promote the innovation and entrepreneurship of SMEs through the open source ecosystem." The complete requirements, applicable context and follow-up arrangements should be subject to the official original text and supporting information. This policy direction cannot be directly translated into a certain company being able to receive a fixed amount of support.

For the team preparing to serve small and medium-sized businesses, you can first describe an original job: who receives the information, how to check, where to wait, and which judgments cannot be omitted. Then explain which steps will be assisted by tools after AI is involved, and which steps will still be confirmed by job personnel. In this way, customers have the opportunity to discuss whether the process is reasonable, rather than just comparing "how many people can be replaced."

The training content should be able to return to the actual position

Simulating a maintenance company, employees need to organize on-site records into maintenance instructions that customers can understand. Training can focus on whether the data is complete, whether the generated instructions are consistent with the records, and how to deal with model guesses. Whether students can complete a check in their own work is easier to verify than how many tool names are displayed in the course.

This scenario is a ChinaOPC suggestion and is not a training item specified in the document. When introducing courses, certificates or support resources to the outside world, you should confirm the organizer, service content and actual acquisition conditions respectively. You cannot claim that your products have officially designated qualifications just because the policy encourages training.

Deliver results while recording quality and personnel taking over

The small team can confirm a set of common observations with the customer before the pilot: task completion time, errors and rework, who will handle exceptions, and whether relevant personnel have learned to take over. If the automation transfers the original inspection responsibility to another employee, this part of the time should also be included, not just the generation speed.

When subsequent application, training participation or public services are involved, please check the notice and processing entrance of the local competent authority separately. This article does not provide a list of unverified discounts; business arrangements for using AI services should still respect the rights and interests of relevant personnel and actual working conditions.
