Luohu OPC Measures: Prepare Recognition, Actual-Cost and Scenario Materials Separately

The identification and actual use conditions in local support measures determine what entrepreneurs should do next. Based on the official Luohu documents, this article discusses how to separately record the subject situation, computing power usage and scenario cooperation to help small teams raise more specific consulting questions. Different types of support cannot simply be combined into the receivable amount, and actual applications are still subject to the rules and acceptance arrangements of the competent authorities.

Luohu District will disclose OPC support measures in April 2026, including arrangements for the space, resources and scenes of the identified objects. The following is the original introduction of ChinaOPC. For accurate policy conditions, please read the official original text directly.

First confirm whether it belongs to the corresponding object

During the consultation, explain where the company is registered, what it actually does, what businesses the AI is involved in, and the current personnel composition. Community settlement, talent support and enterprise-related identification may require different facts, and it should not be inferred that other conditions are met at the same time just because you have obtained a job position.

Usage costs need to be fully recorded

Model calls or computing power bills can be saved according to billing cycles and correspond to service contracts, payments and project purposes. If multiple members use different accounts, the internal expense collection should be unified first, and then ask the competent department for the material format approved by the department.

Scenario cooperation still requires both parties to complete business confirmation

The policy provides docking opportunities and does not mean automatic purchase by customers. It is recommended to prepare a testable task description with clear input, deliverables, permissions and manual confirmation methods. ChinaOPC does not replace administrative review, nor does it treat the support caps in the document as a definite benefit for each team.
