Jiang'an Model-Voucher Applications Close October 23: Separate Use and R&D Evidence

Jiang'an District's 2026 model voucher application notice lists two types of awards. The official text requires submission of materials before October 23. Starting from the two identities of purchasing applications and independent research and development, this article discusses how contracts, fees, model sources, and case records correspond to each other, to help small teams first judge whether it is worth preparing, and does not directly equate using AI, purchasing memberships, or submitting materials with receiving rewards.

Check the declaration identity first, and then consider how to write the materials

Jiang'an District Economic Informatization and Science and Technology Innovation Bureau issued the 2026 model voucher application notice on September 24. When checking the official website text on October 19, the date for submission of materials is before October 23. The notice does not indicate the deadline of the day. Those who intend to apply are advised to confirm with the competent department in advance and do not presume the receipt time based on other platform summaries.

This arrangement is open to entities that meet local conditions and sets separate service and research and development categories. ChinaOPC serves AI entrepreneurial teams with 10 people or less, which does not mean that every reader meets this special qualification; whether they have the declaration status, business conditions and corresponding materials, they still have to read the official original text one by one. The following only discusses how to organize the facts you already have.

Procurement application and R&D answer different questions

On the procurement application side, you can first ask: What did the company actually buy, who provided it, which service the fee corresponds to, and what task it is applied to. On the R&D side, you can first ask: What products have they developed, who is responsible for the R&D work, what stage of functionality has it reached, and what application records are there that can be verified. These questions are helpful for internal preparation and are not additional reporting thresholds set by this article.

The same enterprise may have both procurement and R&D activities, and therefore the same expenditures, materials and results cannot be arbitrarily classified into different categories. If you encounter questions about classification or duplicate support, the specific situation should be submitted to the competent department for confirmation. Decisions cannot be made solely based on articles, sales staff commitments, or AI judgments.

Let the contract, actual usage and expense records point to the same matter

When preparing procurement materials, an internal correspondence table can be established: service name, contract entity, user entity, actual use, expense record and certification location. The focus is on finding inconsistencies, such as where the payment entity is different from the contract entity, or where cloud hosting, general software, and other services are mixed in the bill. First mark the parts that need explanation, and then check the official scope of recognition.

Similar model names do not mean that the base and service relationships are the same. You can ask the supplier to provide its externally verifiable product and model source description, and retain the date of the information; for dependencies that cannot be confirmed, clearly write them to be verified. Do not temporarily change the name of the agent to a regular software subscription in order to match the declaration category, or write the unpaid trial amount as the actual cost.

R&D cases need to distinguish between demonstration and practical application

The R&D side is suitable for organizing versions, functional scope, actual work undertaken by R&D personnel, and the scope of case materials that can be made public or submitted. If there is only an internal demonstration, record the test environment and usage truthfully; if it involves customer trials, first confirm what records the customer allows. This article does not directly judge test records as excellent cases required by the official.

Records of actual applications can explain where input comes from, which steps the system completes, who confirms the output, and how errors are handled. Technical materials and business results should be able to correspond to each other, but there is no independently verified revenue, accuracy or cost reduction ratio, and should not be supplemented to enhance the impression of the application.

When estimating available resources, rewards are not included in advance

The notice lists supporting standards and review procedures. Please read the original for the complete description. When arranging the budget internally, the company can first calculate the necessary expenditures based on the support that has not yet been obtained, and list the potential rewards as separate items to be confirmed. This makes it easier to judge whether the project can still continue even if material corrections, review results, or delivery times do not meet expectations.

Before submission, review the official attachments item by item, designate a person in charge to check the signature, version and delivery channel, and keep your own submission records. The organization method in the article cannot replace the original application form and formal commitment letter, nor can it prove that a certain company has passed the review.
