Fujian Data-Service Measures: Explain What an OPC Team Actually Delivers

Data collation, processing, product development and transaction services involve different deliverables and responsibilities. Based on the disclosure measures of the Fujian Provincial Data Administration Bureau, this article starts with the small team service description and discusses how to clearly write the data sources, processing procedures and results usage. The industrial support direction in the policy does not mean access to arbitrary data. Specific projects still need to check the authorization and applicable conditions.

The Fujian Provincial Data Administration Bureau will publicly announce measures to promote the high-quality development of data services in July 2026, involving data service ecology and talent cultivation. This article is an introduction to ChinaOPC and the official terms have not been copied or modified.

Service name should fall to checkable result

Simulating enterprise directory organization, the deliverables can be field dictionaries, cleaned tables and exception records, rather than the general term "data empowerment". Only by letting the requesting party know what information is provided and what can be obtained in the end can we judge whether it is suitable for cooperation.

Data source and usage scope cannot be omitted

Public pages are visible, customers can download them, and allowing them to be handed over to external processing are different conditions. The source, purpose, retention period and recipients of data should be confirmed before starting the project; policies that encourage the development of data services do not mean the cancellation of relevant permissions and security requirements.

Policy support is checked according to actual roles

Platforms, service providers, training entities and entrepreneurial teams may correspond to different matters. Bring service samples and current capability descriptions when consulting to avoid replacing existing capabilities with planned functions. This article does not certify any project as eligible for rewards, eligible for trading, or automatically compliant with data compliance requirements.
