Chongqing's Twelve OPC Measures: Compare Local Criteria with Operating Facts

The term OPC is also used, but the applicable objects and conditions of documents in different places may be different. This article is based on the public documents of the Chongqing Human Resources and Social Security Department, reminding entrepreneurs to sort out shareholders, actual workers, AI usage and expense records separately, and confirm whether it is applicable before discussing support matters. The platform’s content service scope does not generate policy qualifications, nor can identification from other regions be used to replace local conditions.

Chongqing has published the "Twelve Measures to Support the Development of Artificial Intelligence OPC Entrepreneurship", with specific descriptions of objects and related costs. This article is an introduction to ChinaOPC. The complete definitions and conditions are retained in the official original text and will not be rewritten into general rules.

Different identity information is recorded separately

Company shareholders, employees, part-time collaborators and project contractors are not the same concept. Before consulting, you can make a fact list to explain the respective relationships and actual work. Do not infer that "one person dominates" means that no other people are involved, and do not use platform labels to prove compliance with the document definition.

Expense records serve the true business description

Keep the period, purpose and credentials when organizing expenditures on AI tools, computing power and hardware. You cannot make up expenses to satisfy a certain condition, or mix in expenses that have nothing to do with your business. The specific statistical method and scope of recognition should be confirmed with the competent department.

Each support may have additional conditions

For matters such as entrepreneurial subsidies, training and financing, the applicable groups, operating time and required materials should be checked one by one. The existence of documentation does not equate to approval for the individual, nor does the loan equate to subsidized income. ChinaOPC does not determine qualifications, and the current acceptance window and processing results are subject to the official decision.
